1. We, the People, must show by VOTING to bring

2. Create and Build an Answer Public Challenges to Any News Report
using the minimal number of universal "Start an Operation Symbols" on your
Public Internet Front Page, so these "symbols trigger operations" leading to
the minimal number of "triggers" to communicate = a No First Cost List.
Implication
By inspection, this "common operations interface" will be used by all No First Cost based civilized societies.
Thus this minimum number of "trigger symbols" will be common to all NFC communication interfaces.

Conclusions
1. Once the "common denominator operations" are deduced, then the code
directing these operations can be simplified, rendering it more reliable.
2. We can maintain communication reliably from anywhere between each other from
anywhere in the universe when we have instant Quantum Entangled Communication.
3. These "common denominator operations" must be used by the E-Ts since they FTL star travel.
4. The E-Ts must use a universal common quantum Frequency for
communicating with each other from anywhere in our Moebius universe.
5. Then we can agree "Objectively" on what we "disagree about over any distance apart.

6. The E-Ts will know WE publicly chose to be ethical by "figuring out for ourselves that"
once we challenge them in "PUBLIC" on their frequency, the E-Ts must answer the challenge.
