There is only one way to create a public interface since public means everyone can access potentially at the same time. It requires one physical precondition and some agreements to make a public place possible that can discuss any possible problem. 1. Until the internet was built, it was impossible to give access to all from anywhere on Earth. Now the physical precondition has been met. 2. Since the one thing we can each do with respect to any form of information is disagree with it, then handling disagreements is essential for a real public place. How is simple. The No 1st Cost List is a list of people and organizations who have agreed to answer questions from anyone about what they put on their public N1CL forum. The Question & Answer Procedures are designed to identify disagreements so we can resolve them. Most Q&A dialogues will end with an agreed upon answer I expect, creating useful info for all.
